Yes, I suspect the clock signal that should reach the multiplexer IC - but perhaps the IC itself is faulty. Anyways, not much advice to be given in lack of a second, test unit. I have not looked at the schematic, perhaps cables can be swapped to test with the other board, but without a through check I cannot recommend that. Looks like a hardcore electronics problem.
